not getting fuel in the carb

hello guys i have a 89 20hp mercury outboard, Serial # B337506. I cant fuel threw the carb. If i spray some fuel in the carb it fires right up till it runs out of fuel. It has a fuel filter on it, i pulled the fuel line where the fuel line connects to the carb and i have fuel right up to the carb not its not getting into the carb.... i think it might be clogged....i was wondering if anyone has any ideas before i tear the carb off

take the carb off. Something is clogged. clean carb and set float height.

Fuel is probably getting into the carb(unless your needle valve is completely stuck shut), but something is clogged and not allowing it to be drawn into the motor.
