Not sure what is growing on my Outboard!!??

Cleaning my old boat today and noticed along the edge of the plate on each side of the sterndrive of my Yamaha outboard white/grey crystal like formations.
I've heard of electrolysis and is that what this is and is it something I need to take action about and if so what action?

The paint is gone from the edges and corrosion of the aluminum is starting....sand it off real good and apply some spray paint. I use an automotive spray paint from Advanced Automotive...as I recall it's called Gunmetal Metallic Grey-Blue or something like that.....take a sample piece off your motor with you to match it up....

don't most manufacturers sell the paint for the outdrive / lower unit? I thought it was a acid paint that was made specifically for water?
