Not turning proper RPM's

I have a 2001 Evinrude 90 H.P. that I just had rebuilt. The mechanic that rebuilt it can only get 4500 RPM's out of it and says this was the cause of the rebuild yet he has changed the prop and raised the motor but still can only get 4800 RPM's.
Even with this it will cavitate at this speed so I will have to back off the throttle. I pick up the boat tomorrow and I know this is not right. Anyone have any ideas?

Do not accept it, war. Something is still wrong with it and the rebuild was for naught.

As JB said, don't give him any $$$$ until you're happy with it and the prob is solved!!

My problem is that I have already gave him $2,000 and he wants another $1,325 to get it out.

Is this guy a BRP Dealer or some shade tree mechanic ??

It likely cavitates/ventilates because it is too high.

What prop is on it now, and what props did the "mechanic" try?
