now power tilt locked up 40 hp 1993

Hi,<br />I'm new to the group and hope it's not early senility or being unable to remember that's causing my current problem with my tilt mechanism on a 1993 40 hp Evinrude. I'd forgotten that the starter button was on the motor and spent several hours diagnosing the circuitry, thinking it might be a bad external ignition switch, etc. Finally took it to a dealer, who also forgot, so it took him over an hour to realize the problem.<br /><br />Current problem. Motor won't lift up. I don't have a power tilt but do have some kind of hydraulic mechanism that slows down the dropping of the motor into a vertical position. You have to move a lever, raise the motor then lmove the lever back to the locking position, which seems to control the hydraulic mechanism. I also have a mechanical device on the motor ,which is supposed to be used when you're trailering with the motor up, but it's been frozen in place. For the two years I've owned the boat, I just used the hydraulic mechanism to hold up the motor while trailering as did the previous owner. Maybe that's finally caused a hydraulic valve failure? I've checked past posts and will try to see if I can figure out how to get to the area to release it but does anyone have any other easy suggestions to solve the problem? I hate taking it back to the dealer, who's really busy this time of year, and having it out of commission or finding it's something really simple but still expensive to diagnose. thanks, Mike
