NSF9.8A2 Starting Problem

hi everyone, first post here...

I bought a 2004 Nissan 9.8 hp 15" 4 stroke outboard (NSF9.8A2) last month. It is exact replica of Tohatsu.

Yesterday tried to start, couldn't.

engine is tiller operated, rope start.

gas tank is connected, and hand pumped till hard, fresh fuel
water level is till the half of outboard.
oil level is proper.
gear is in neutral.
tried several different choke positions.
tried several different starting positions on the manual tiller.
I put 2 brand new spark plugs.
I couldn't see the spark when pulling the rope without spark plugs, but when I spray some starting fluid it runs about a second, so assuming spark is there... -btw using starting fluid I was expecting it run for more than 1 sec, confused???-
I tried starting after 20mins pauses with sparks removed in case flooded engine...
in neutral I can rotate propeller freely, in forward or reverse I can feel the gear is engaged...

When I open the cover, everything looks brand new, I checked every visible cable connection, none seems broken.

I checked the fuel line till the fuel pump inlet, and it seems proper, and gas is there.

Should I buy a 115ps air compressor and give some pressured air to the fuel pump inlet? -when spark plugs are removed- (I tried with bicycle pump and I couldn't even pump it)

My suspicion is the clogged fuel pump or beyond at the moment...

any suggestion?

note: I don't have the manual, so don't know what other tests should I perform at the moment. I never seen this engine running before, because stupid me didn't ask the seller to start the engine... but again it looks brand new with couple scratches...

Maybe have a stuck float needle valve in carb, is the engine 0 km brand new ? or slightly used and kept for a long time without any use ?

Yep, likely a carb problem. Clearly runs on ether when you spray it. BTW, limit your use of that starting fluid -- it's VERY hard on the rings.

No, don't put 100 psi to the fuel system -- will pop a pump diaphragm or worse.

Sounds like the carb needs to come off, be disassembled, get a proper soaking, then reassemble/adjust with any new parts as needed, and reinstalled. There are no shortcuts to a proper cleaning for this carb.

You can get a Factory service manual from any dealer (including me), which would be a wise investment, and will detail these procedures.

after 3 hours of dipping the carburetor in the cleaning fluid, one pull and engine is back to life...
