Ocean runner 200

Hey all , am currently rebuilding power head on a 1993 Johnson 200. The parts list calls for 2 water restrictor pins stbd and one port. I only see holes for one each side? Also there are 3 rubber plugs per side. Not sure what they are for and if they can be replaced? Any input would be great appreciated.
