I had the merc XR2 charging problem. I did notice that it is charging slightly. I put a digital voltmeter on battery and showed 11.30 volts. With engine running at 1400 rpm I had 11.89 to 12.03 volts. Disconnecting voltage regulator made no difference.

so your charging system is putting out juice...does the fact that your battry only shows 11.3v concern you ? doesnt that mean the battery is very discharged? A minimal charging source [your 10-14 amp system] on a deeply discharged battery will not show a 'normal' voltage rise until the battery comes closer to full charge....
