Oh no, not transom rot

I have a 21 ft I/O Sanger TX that is 20 years old, I was checking the Trim fluid level and noticed a dark section on the transom. I pushed on it and it is soft!, The outside of the transom is still rock solid - No sound variations when knocking on it. The dark patch that is soft on the inside is about 6 inches by 12 inches and does not come close to the opening for the I/O . There is also some dark wet wood on the floor on the same side of the boat, but it is still solid. The other side looks good , no sign of darkening or wet wood.
The stringers show no signs of darkening.
So my question is, could the damage be localized to the "Darkened" areas, or is the Darken area just a more advanced stage and the rot may be in a much larger area.
Just trying to get a feel of what I might be up against.

it is the start of some thing bad, look for some work in the future. where there is water, there will be rot in the near future.
