for a fleetwin 7 1/2 hp 1953, what is the ratio,

1:20 or 1:24 ? and for the smokeless oil, is it good for that old motor?

16:1 TCW-3, dinosaur oil or synthetic, makes no difference. Any less oil, you can kiss the bearings goodbye
