Oil in the tilt and trim

Last year when I finished working on my pontoon and before I stored it the tilt and trim was working fine. This year when I tested it it would run but not lift or retract. Could it be low in oil and if so what kind of oil does it take?
I don't see any evidence that any oil has leaked out, I just bought it used last year and haven't used it yet, hope it is not a major problem.
BTW it is on a 40 hp Mercury.

I know the older ones use 30 weight motor oil. YOu can get the specs on the internet if you search by the serial # of your engine. IDK bout the newer mods. Sorry, hope that helped.
