Oil leaking out of lower unit

Just replaced the water pump for a friend,never heard the engine run.
Its a 1986 70 HP VRO.
Has spark to all plugs and plugs are fireing.
But wont start,when I turn it over,notice oil coming out of the lower unit by the prop,( Prop is off)

And notice its all wet around the carbs.

And ideas why its leaking oil?
Could that has a issue why its not starting?
Also notice the plugs are wet.

its probably fuel and oil you are seeing. if the motor is not firing then that fuel has to go somewhere... and its coming out the exaust. when i was working on mine last weekend, one of the cylinders was flooding out. and while it would run, it was only doing so on one cylinder so the other was just dumping fuel out the exaust.

When mine was laid up with a breached head gasket and all I could do was start it to keep it running and the battery charged, running at those low RPMs really sludged up the exhaust and caused the same type of gooey drip from my prop hub. After repair when I was able to run at WOT, no more goo. If you have fire from the plugs and fuel in the cylinders, could it be the emergency kill switch?
