oil slick in test water

I have been getting motor prepared for start-up after storage for 10-15 yrs.It is 61'evinrude 5.5hp.After many pulls & choking got it running.After running for 30mins.or so,noticed black oil in and on top of water i was running in.Question is ,is this possibly from being stored for so long?Have not noticed any oil leaks on lower unit.Should this clear up after more running?I have drained oil and refilled but have not started up again yet.I am new to boat motors and dont know what is normal or not.Anyone with advice?

its normal. but what mix are you running ?

am using 24:1mix.Should i go ahead and run motor and tinker with carb.adj.?Has slow and high speed adj.,should they be adj.on the lake in gear or in neutral?
