Ok now a throttle problem

Got the bellows done finally!
Ok now i have never had this boat in the water(1983 regal with 120 motor and a R outdrive), but when i ran it in the driveway it throttled up fine then when i pulled back on the throttle it stayed revved up.It looks like everything is there is this a cable not working or missing a throttle return spring?

Ayuh,... Sounds like a broken cable... boat motors don't use return springs...

I looked all over the manuals to trouble shoot it.
Still looking at it trying to figure how it works.I should have mentioned that it throttles up not back down in forward and reverse.So thats why i was thinking not a broken cable since it is pushing and pulling.Hard to see all the stuff to tell how it works.

The throttle cable is a seperate cable from the shift cable.
One can be functioning while the other is broke.
