If some of the gelcoat has eroded into the metalic flakes, is the only option recoating?

You could sand down a bit,then clear coat it with paint.

Problem is it was originally tinted blue.<br />If I decide to topcoat with new gel, can it be rolled and tipped or does it have to be sprayed?

I never tryed rolling and tipping it out gelcoat,but I had rolled it,came out great for a nonslip surface.You can use a clear coat paint,I have seen a few of them that was done using clear coat paint for cars.Talk with a auto paint shop,they should be able to give you more info that way.
