Old Glastron Transom Fix

I have a old Glastron that the transom was cut down. I will upload a pic soon. I have a 15 hp tiller motor and the cavitation plate is about 3-3.5 inches below the bottom of the boat causing drag....I assume. The boat gets close to planing but not quite, It just feels like it is dragging. The boat is fiberglass but is pretty light. Am I under-powered or just dealing with a height issue?????? Any ideas on how to build the transom back up???? It is fiberglass with about 2.25" wood core doesnt look too sturdy. You can see the cut out on the pic.

the anti cav plate on the bottom of the leg should be the same height as the keel line...

if its lower....it will cause drag.....but im not certain if it is as much as you seem to be feeling....

if the transom is weak.....replace it
