Old Johnson 55hp won't keep running

Motor worked great last year and will run but shuts downs, seems like not getting gas - bulb gets soft, and can not pump hard at times, just remains soft. Will pump up when motor cold and just getting started ( bulb is old ) please make suggestions - as you can tell I know very little, except that it costs lots of money to take to a tech
