Old metal-flake paint - need to seal

My old project fishing boat has metal-flake paint that has oxidized and the metal flakes can irritate arms and legs, etc when using the boat. I'd like to "paint" some sort of (hopefully inexpensive) sealer over the top surfaces of the old paint to seal in the metal flakes. I don't care what it looks like, and I'd like to use something that will last at least 2-3 years if possible. Just for fishing - not for show... If there are "flakes" you're gonna have to get rid of the loose stuff -- sand it down. I don't think there is any way around that. If it's down to metal (or rusted metal), I'd suggest POR-15, which was recommended to me by another person on this site. I just did a rusted out bilge and, with proper prep, it worked excellent. As far as cost, I guess that's the catch: $95 a gallon -- although a gallon goes a long way -- 350 sq ft +.
