Old montgomery ward sea king, not much fuel.

I bought a Montgomery Ward SEA KING for $40 it only runs for about 2 min. at full speed and primer held. If I lower the speed or release the primer lever it quits. Could it be a fuel clog or dirty spark plug? The cylinder on top (it's a 2 cylinder) seems to run slightly cooler and spark plug is only slightly dirtier, but both plugs are pretty clean. Even I can't figure this out right away. By the way, is it normal for fuel to come pouring out around the primer rod on top of the carbuerator?

Never mind; I discovered that the arm on the electrical adjustment that is suposed to hit the throttle for the carb. Thats the best that I can explain it.
