Older merc 115 Tilt Ques...

Hello,
I have an older 115 merc w/ thunderbolt ign, that runs good... I put the tilt all the way down to run it w/ the hose at home, and now can not get it back up. The tilt motor runs but won't lift it. Is there a way to get it back up? Does it need to be running to get it to lift? The motor was tilted up when I brought her home and I released it to lower it , but cant seem to get the manual release to go... I don't even know how to do this!
I'm not stupid, I may not be looking at the right stuff.
Please help.
I need to take her out and run her on the river!

If that's the old tilt with external pump mounted inside the boat, the relief valve turns clockwise to release and counterclockwise to engage. The opposite of what one might think.

It might be low on fluid. The fill on those old units is a large but short round-head slotted screw in the corner of the tank of the hydraulic pump.

open the relief valve and raise it , fill,close the valve. then run it down and back up till it quits, and repeat. it takes fluid to raise it .you may have to crack the lines to the cylinders to bleed air out. but hopefully not.
