I have an older 80 merc (80-81 i think) on my 15ft del magic ri hull, the boat will only get up to about 23 mph and it feels like it wants to give more (sounds like i should have more rpm's) i just feel that this motor should push a bit harder than it is, just had the carbs/fuel pump rebuilt.

is there a online manual or schematic somewhere ?

it would help to know what your rpm is at WOT

I have a 78 85hp merc on a 17' Bass Tracker with the about the same performance as yours and yes they should run faster.

One thing I did that probably got me a good 10mph gain was that I noticed that half the bolts were loose on the inside of the motor. I guess over time of vibrating they worked themselves loose. I don't even know how the motor even ran. I tightened everything up, took it out and the boat felt like it was going approximately 35+ mph.

I was happy with the performance but other issues cropped up later in the day and now i'm back to wrenching on it once again.

One thing you might want to check out is if the motor is propped right for the boat. I don't know if my motor is propped right for top end speed but it sure has one heck of a hole shot.
