Older Merc (blueband 800) revival??

I'm sure this is a bit of a rehash, but not quite finding the answers I need in searching...

Picked up a boat with the aforementioned 80 hp merc. Motor was started in tank, fired up fine, shifted fine before purchase, and showed good even compression.

Now, after learning some things here, and previous owner not currently available, I have these questions...

1) Each winter before storing he said he would replace gear lube, treat the gas, and run the motor on a slightly heavier than called for oil ratio on his last run. Two questions on this is a) shouldn't there be a washer on each of the lube plugs? (fill and vent)? There is only one on the fill. And b) shouldn't he have been fogging this motor vs. just using heavier oil mix? Whatever the case I am changing the lube and getting the carb cleaned (& impeller replaced), but lack of actual fogging a bit concerning.

2) He told me it's 40:1 ratio - I'm reading 50:1. WTF???

3) How do I separate neutral throttle from forward/reverse? I mean, it seems pushing control forward will simply engage the prop vs. just increasing the throttle - on a mercruiser i/o there's the push button that handles this... so is there something similar with this control that I'm not seeing? I suppose I would figure this out on my own first start but since I'm getting it serviced first, I was hoping someone could give me a heads up... the only extra thing I see is the cold start lever.

The correct fuel ratio is 50:1, BZ1.

I will leave the rest to the mercsperts.

Many people have their own process for winterizing. You can fog it or not it's your call. Personally I prefer to run em year round.

Yes, the plugs in the lower unit are supposed to have gasket washers. Sometimes the washer gets stuck in the case and the screw comes out without it. Check and replace as required.

I believe the controller that came with that motor would have had a warm up lever by the switch that could be lifted for start and fast idle. Some other controllers have the ability to push (a button in lever pivot area) or pull (out away from controller) on the throttle/shift lever while moving it to engage throttle without gear.

Out of curiosity, if this thing has been running at 40:1 and even heavier on the last run each year, is there anything besides carbs I should be concerned with? Plugs look OK - but I would think this heavier ratio would result in carb issues not to mention extra smoke & excess oil runoff?? But yet he said that's how he ran it past 8 years. I think I'm asking is it ok to just switch to the 50:1, or might this motor be acclimated to the heavier oil mix somehow (that is probably a really stupid question but it doesn't hurt to ask I guess!)?? tx

40:1 is no big deal.

Do decarb, or add some seafoam to the gas if you are worried. (I wouldn't be)

My preferred method is to gas up with fresh 50:1, put boat in the water, and run it for hours cruising with a few wide open speed runs.
