OMC 115HP TurboJet--Water in both lower Cylinders, HELP!

I just bough a Four Winns Fling and just went to pull the plugs when I got it home and the bottom cylinders were full of water. I'm guessing but I think the block might be cracked. I think maybe they didn't drain the water at the end of the season and the water froze and cracked the block. Has anyone had this problem? Could it be both head gaskets? What would a repair like this cost me? If I need a new block,does anyone know what they go for? The engine will start but it is very rough and it stalls all the time. I did a compression test and the 2 top cylinders were around 160 and the bottom ones were like 270 or 280. I need some input. Any help would be great. TIA.

It's not the block that is cracked but the exhaust manifold. From what I know about this engines it was a problem ( well not just the manifold). You have to remove the p/h to take the manifold off, which you going to have to do anyway if the engine keeps filling with water.The compression is probbly high because of water in the cylinders.
