Yes.......
The Anti-Ventilation Plate should be Even with, or Just Above the Bottom of the transom...........

EXCUSE MY IGNORANCE, BUT WHEN YOU SAY THE LEVEL OR JUST BELOW THE TRANSOM ARE YOU TALKING ABOUT THE DEEPEST PART OF THE TRANSOM AS IN THE BOTTOM OF THE BOAT?

What you need is a template for making the cutout on the transom. The cutout gives the X dimension which is the the center line of the engine crankshaft in order for the drive to end up with the anti-ventilation plate approximatly flush with the keel of the boat. Cutting it too high or low will cause problems.
Since you have the Cobra drive, and they are no longer available, but if you find a local Volvo penta dealer and have them order the paper template for the SX drive transom shield cutout. It's the same as the OMC and will work perfectly. I will see if I can't find the paper template part number.

Just an FYI...Typeing in all caps is considered yelling on forums and it's hard to read. I know you're not yelling, so please turn off the caps lock.

The Volvo Penta template number is 3850029.
Volvo also has a transom drilling fixture PN 3851081-4 that when put on the transom properly and lined up using the proper methods (not on the template) will get you holes at the proper angle and the cutout in the right place.
Just remember one thing. Once you make the cut and drill the holes, you either live with it or rebuild the transom.
I don't have any problems cutting them, but I learned before I started cutting.
I would seriously consider talking to your local Volvo dealer before you take a saw to your transom.
