Omc 3.0 est ignition timing advance

Hi. Everyone, I'm trying to check my timing and I'm noticing that when my idle is falls below 700 rpm the timing advance stops working.

there is no advance below 700 RPM, the advance curve starts about 700 and continues to about 2800 RPM when its full in.
