OMC 3.0 stalling at idle in gear

I am experiencing a problem when the engine has run for a period of time and it slows down to an idle. If we lift the outdrive up to just about out of the water we can get it to run.

Idle can be turned up but, shifting then becomes and issue. There are times when coming into the dock that this gets rather embarassing.
