Hello
I am in kind of deep here
I am rebuilding a 1979 OMC sterndrive 400 and I am at that worm gear in the upper gear case
I have some questions if I may?
1 - how tight do you set the threaded cat on that worm gear till there is no end play?? or a bit tighter ??
2 - on the treaded end cap do you use any thread lock tight?? it was really hard to unthread that end cap

You're working on the steering worm gear, correct? Or are you working on the tilt worm gear.

I don't have my shop manual anymore ... AND ... I never had Tru-Course Steering, so I'm not sure.

Seloc manuuals make better toilet paper than they do a manual.

See the rebuild videos on sterndrive.info or get a factory OMC manual from outboardbooks.com

With some Lock Tite, snug the threaded plug until there is no in-out play and be able to still rotate the gear freely with 2 fingers. Are the teeth on the worm and spur gear smooth? If the upper gear set ever burned up that usually causes damage to the them. In addition to the pressure test try to pull a vacuum test also.

went down to the local omc shop in Salem and asked this question
the old man well my age, said to lightly grease the roller bearings on both ends then snug the end cap down till there was NO PLAY in it !! as for loctite he said he did not use that on this part, that is the reason for the end cap
and messing up the treads with Loctite in this part once the treads are gone then you need a new case
