OMC Cobra lower unit help

Whats up guys I am new to boating withing the past couple of years. I bought a beginner boat that has a 5.8 OMC motor and lower unit. The thing I am most concerned about is when I trim the lower unit all the way up it doesn't seem like it goes up that far. When on the trailer and towing it the skeg guard is only 7 to 8 inchs from pavement, sometimes even lower. How to I fix this or is that the way it is, I hold the trim button til it makes a loud noise like it can't go any higher. thanks for you advice a really appreicate it.

Does your boat have a trim limit on it? Like 3 buttons on the helm? Push the trim and tilt buttons at the same time. Failing that, have you checked the fluid level in the trim pump resovior?

Cobras don't have trim limiters.

Take a picture of your tow vehicle with the boat on the trailer, with the trailer hitched. Let's see what we're looking at.
