So I know this is a thread that's been up 100 times but I couldn't find any with my exact symptoms. I have an 89 omc cobra that is hard to get out of gear most of the problem is with reverse, even when u pull he shifter back to neutral it is still slightly in reverse. When u shift it to forward it will come out but it doesn't kick in till it revs up pretty high so my question is which of the cables is out of adjustment. It seems like something is out to one side since neutral isn't neutral and forward is farther forward on the shifter than it is suppose to be

It doesn't sound like your control is the issue, more likely a shift interrupt (ESA) problem and possibly a lower shift cable problem.

Just so you understand what the shift interrup system is for and does, it makes it a lot easier to understand.
Here is a thread that explains it. You have and OMC and the write up is for Merc, but the reasons and basics of the system are the same.

Ya I knew about that and I plan on replacing it anyway but I figured it was issue with a cable adjusted to far one way and the cable on the lower unit is the red one so it has been replaced from what I have read

The bellcrank on the pivot housing might be sticking?
It can be taken out without readjusting the cable.
Remove it and see if the ends are corroded.
Then grease it when reassmbeling.
Check the shift rod and make sure it's moving free.
Sometimes the shift rod seal will get gunk built up and sieze the rod and it needs to be replaced.
