OMC Exhaust Housing Seal

It amazes me as I refurb this Outdrive just how little Maintenance this drive has had in recent years. My understanding is failure of this seal is REALLY not good. But, since I am presently a newbie and will remain that for sometime I still need to ask, Should I replace this or am I being too picky? HeHeHe

Anyone hazard to guess what is under the cover?
