OMC outdrive stuck down!

I have a 4.3L OMC Cobra and my outdrive is stuck down! I replaced the "UP solenoid" and it still just clicks when I press the up button. I have cleaned all connections on the battery and the solenoids, and have 12.73 volts in my battery. Can someone out there please help with what I should do next? Can the trim/tilt motor go bad in just one direction? The prop goes down just fine.

HI again<br />yes it can. Did you check for voltage at the motor when trying to trim up? Until you do so....its all just guessing....

How do I test for voltage at the motor? Do I unplug the harness and test each wire with my voltmeter?
