Have you checked your hydrolic levels yet? That is where I would start. Although, it seems weird that is somewhat works when the engine is running. Do you have an owners manual?

With the motor running it has more amps going to it...
After the fluid level check then move onto checking the connections for corrosion..Or maybe a weak solenoid...

3.8 omc 1985.

no fluid in that tilt system. It's mechanical. Electric motor drives a worm gear.

Remove all terminals from up and down solenoids. File both sides of each terminal shiny. More important: file the terminal side of the nut shiny.
Also remove the two 50A barrell fuses in the harness bracket just starbord of your carburetor. Clean the metal ends of the 50A fuses with steel wool.

Then, grease the pivot bearings on your outdrive (zerks are under the rubber steering bumpers)
Then I suspect it'll work. until next year...then repeat above process.

You should NOT be tilting the drive when the engine is on!
Only run the engine with the drive in the full down position.
You will damage the ball gears and can damage the upper drive unit bearings.

I also find that it is a good thing to spray all of the pins and sockets of the fuses with electrical contact cleaner, then rub a layer of dielectric grease over the female sockets, then reasemble. This certainly forestalls any repeat of a contact problem in these fuses.

Check the oil level in the clutch pack. That's the round thing outside on the port side of the outdrive. If the outdrive is now smooth when it does move it then you may need a rebuilt clutch pack.
