This tool is used to set the points. Seeing pictures of it in the shop manual it seem like this could be fabricated in the garage. Question is has anyone used this tool before and basicaly how to fab it in the garage ?

I've always used a screw driver and feeler gauge, unless it's a gauge used to sync the points. If it's purpose is to get the points synced, it's only of value on large motors (i. e. > 25 or 35 HP). OMC (and others) have a lot of special tools almost no one buys, including dealers.

I suspect you may be able to live w/o this one!

Years ago they made a big deal out of using the double ended tool to accurately set the points to be 180 degrees apart. Actually you don't need it as it was not accurate as the motor got more slop in the upper bearing or bushing. There is a mark on the flywheel (underside) and the double mark on the timer base that line up when illuminated by a timing lite. From that you can tell if the points are set 180 degrees.

The problem with using feeler guages was/is that everyone has a different "feel" as to what's just a little too tight, loose or "just right". The OMC tool allowed you to check when the points just "broke" or opened up. No argument about if that measurement is 16, 17, 18, 19 or 20 thousandths of an inch. For the home mechanic tho, just use the feeler guage. You'll be alright. And as Seahorse says, you can check your work with a timing lite after.
