OMC Remote Control for 98 Evinrude 50 HP

I was checking out the standard side mounted control box in the used boat I recently got. What is the dial directly under the key switch and how is it used? I was told to push the key in for several seconds to choke for cold starts but never seen that dial there tell now.

You need to go back to the dealer or seller for this one. First, you got some invalid starting instructions, and second, I don't know of any "dial" under the key. Go get your money's worth!

By dial do you mean a black knob, The black knob is a friction brake on the control handle, turn knob out loose, turn knob in tighten. To prime/choke, key on, push in, fuel pressure from primer bulb or fuel pump pressure while cranking engine will spray fuel into the intake.
