omc rpm problem

ok guys i got a 1985 3.8 omc on a wellcraft 180. yetsrday i was driving my boat and me alone on the boat the rpm will not go above 3900 and 34 mph. the carbs are new. and my prop is 15.25 x 15. what else should i do to bring the rpm high so i can have a liitle more speed?

and whats the propper rpm on this engines
