I have a OMC sterndrive
the steering is locked it cannot be turned at the wheel or by pushing on the outboard.
I tried taking of the top of the outboard but snapped the bolts. Yes out of inpatience and frustration we snapped all of them.

Pleas any advice on where to begine would be great.

Not sure if they help but here are a few pics

Either purchase the service manual or take it to a marina.

First you might want to support that lower unit. With the bolts being broke off the weight of the lower unit is pulling down. The water pump shaft might be holding it up yet. If it lets loose the shift cable will be the only thing holding it on.
That sudden stress on that cable could stretch or rip it. Then its $350.00 if you can find one.
The frozen steering might be the shaft at the housing where the lower bolts to.
There is a small gear that turns the steering gear on the outdrive.
Pull the steering cable assembly off the inside by the motor. Make sure you pull the whole assembly off, don't remove the cable off the spool. check the steering then if the steering wheel moves check the shaft at the motor where you pulled the assembly off. Take your time, get a manual that will help big time .You can find one on E BAY.
Good Luck

I am in the middle of fixing the same problem. First as already suggested, disconnect the steering cable. If still locked it is the upper bearing.
You will need to remove the outdrive, the pivot housing and the gimbal ring. To remove those side hex bolts for the pivot housing you will probably need to free up the steering. Not to fix the problem but only to remove those bolts! You will need to use a Propane or Mapp gas torch, some penetrating oil, a good dead blow hammer and a lot of patience. Heat up near the bearing. Remove the cap, gasket, four nuts amd center bolt before starting. Then to remove the gimbal ring you will need to buy or borrow the steering arm puller. If you need to buy it, you need OMC (BRP) part #984146. $50-60 but you will not be able to remove it without it no matter what you do.
Good Luck!
