That motor needs a lot of amps, especially going up. Check and clean all electrical connections from the motor lead back to the solenoids. If that doesn't do it then you should take the motor apart, check the brushes and and clean the commutator. In some cases, the motor gets water and oil in it. This will also deteriorate the motor performance and eventually kill it.

It is normal for the motor to go up slower than it does down.

One of the big problems with this system is when the clutch cavity gets water in it it forces the oil up into the motor. There the oil will break down the insulation on the windings and can short out the motor. If no oil they get damp and rust and corrode especially the brush retainers.

Sounds like the motor needs some attention.

When it just clicks..If you can reach the motor (lower port side just fore of the transom) tap the top a few times (small hammer or wrench, don't bash it) and if that helps it is probably the brushes. They either get worn and need replacing or rust/corrosion binds them so they don't contact the commutator. A few taps may temporarily loosen them and they may work for a short while. If this is the case that is most likely your problem.

All this said after you check all the connections.

Also there are several small plastic washers in the system from the hammer blow to the worm gear. All of these are important functional parts of the system.
