OMC Stringer Upper Unit Oil Seal Removal

The upper unit to my '74 Stringer Electric Shift Outdrive has some bad seals.

They are the lower drive shaft oil seals (short shaft) just above the water pump shaft.

How do I remove the "inner" seal? I've gotten the outer or "lower" seal out carefully, without damaging the shaft or housing, but the "inner" or "upper" seal looks like it is a bit more complicated.

I'd rather not remove the whole gear set to get it off, but if I have to, I guess I can.

Another question (and I'm not sure if I should post another thread about it but), since the seal failed, it emulsified the oil in the upper gear case. How do I get all of the emulsified oil out? Do I fill/run/drain/fill/run/drain it?

Somebody might have a better solution, but as far as I know, you have to pull that lower assembly out and remove the shaft.

Have a Drive in the same year Model era. Had a few spots in the oil indicating Water Intrusion. Required a complete Reseal of the Upper that was beyond my abilities. A near complete Dis-Assembly of the Upper Gearcase was required. Your post is similar to what happened to me. Hope you have tools and the know how I did not.
