OMC trim cylinders stuck retracted

Hello again. As im making my way through the various systems on this boat (1987 spectrum sportsman 1900 with OMC 2.3) the trim had been working until tonight. I lowered the outdrive to prepare to remove it, and in positioning it on a wood block, I noticed the trim stopped going up. I have the Seloc manual for the boat, and started to follow the troubleshooting guide. The hydraulic motor runs seemingly fine in both directions. I do recall hearing some fine bubbling the last time the drive went down fully tonight. I opened the manual release valve to extend the cylinders in order to check fluid level, but they won’t extend. I disconnected them from the drive, and still can’t get them to extend by pulling them out. Am I understanding these correctly, that opening the release valve would let the fluid freely move from reservoir to cylinders to extend them, or is it the other way around?

Thanks. The manual and any other troubleshooting guide I read made sure to mention only checking fluid when the cylinders are extended. If I’m low on fluid and the cylinders are retracted, will the remaining oil I have in the reservoir spilll out everywhere if I pull the fill plug? Should I crack open a line on the cylinders to be able to extend them?
