OMC - What does this mean to me

Below is a picture of a Water Jacket Cover Plate. I kinda know what it is. I kinda know what flows behind it. What I wanta know is:

1) Does it need maintenance? or is it a "Not broke, don't fix it" kind of thing.
2) Does it have any diagnostics value? If it does then how would I use it to Fix a problem?

Or do I not mess with it and forget it is there?

It covers a water passage. The only real reason to get behind it would be to clear a blockage.
