On model 40973R Evinrude 1969 40HP, please help ID the open port-hole below the port with the line attached. What is the port?s purpose?

If I am looking correctly. Those are the hole's for the rewind starter. What is with the forward ring bolt in the second picture?

There are three eyes in that photo. Lifting rings, I'm thinking. I think the hole the OP is talking about is the lower one at the bottom of the first photo. I'm not familiar at all with that model, but I'm sure that's the hole he's talking about.

The open hole is the air input for the hot air heat exchanger. The top tube runs to the automatic choke. The bottom hole is supposed to be open.
