one side warm - one side cool

good day,

on my 4.3 190 hp mercrusier i noticed that after boating, while looking down at the motor and touching the left side at the water jacket(?) it is warm while the right side is cool.

(i do not know if these are technically the "water jackets" but it is the outermost left and right pieces on the side of the motor.)

is this normal?

this is in a '99 stingray 190 rx
