Is it normal for an outboard ( E225 cxcce) to run hotter below 2000 rpm than it does above 2000? I dont overheat while idleing but I am on the edge of the red. Once above 2000 rpm the temp drops to the center of the green. Everything seems to run finr I just dont want to do any damage.

I think you should consider some cooling system maintenance. Water pump impeller and thermostat for starters. If the idle temp you see currently is not the same as it used to be, that would be a clue that it's not normal.
