operation of lower unit - seals - gaskets

When I removed the lower unit I saw dark oil around the water pump. I know it is unburned gas/oil mix but should the two "chambers" above the lower unit be separate? The area aft above the lower unit is where the water returns down after it runs through the copper tube from the water pump. The area above the water pump should be where water seeps in through the "seep" hole near the bolt attaching the lower unit.

There is a square notch up on the chamber wall (on lower unit) separating the "chambers" between the water pump and return path of the water (leg aft). This notch seems to allow water flow between "chambers".

Is there something that should block this notch? or does any of this make sense? Not sure if there is a way to describe....

The "seep" hole is to assure all water drains out when the motor is removed from the lake.

It is fine the way it is.
