Optimax 2004 150 - New Trim Tilt Assembly

Installed a new trim tilt assembly, but the ram is stuck in the down position. Shop manual says to trim up to connect back to motor but the ram isnt going anywhere.

Motor sounds like its working properly when i trim up or down. Checked fluid and was full. Checked plastic screw on the side is engaged.

Its brand new so figuring its not broke. It was shipped with the ram down. I hope its something simple im missing.
