Out drive wont go down

I have a 1979 MC1 outdrive. I have replaced all the hydralic lines. The pump and system was empty. I have been adding oil slowly. The drive goes up with no problem. When I push the down button, I hear the pump running, but the drive stays up. I pushed the drive a little by hand and it went down some, but I feel resistance.

Air trapped in lines? something else?

Help appreciated!

I guess if I did this for 30 years, I would do every dumb thing there is once anyway. Today I hooked the ss lines on one of the rams backwards. Scratch one dumb thing off the list! I am bleeding it now, but it works again.

You can do dumb things more than once, trust me on that. Voice of experience.

Actually that is only "over 53,000"... not 58,000.
