You first need to answer a more important question: Is your boat rated for 30HP? I doubt that it is. It is quite dangerous to overpower a boat, particularly a small boat. Converting to tiller steer with an overpowering outboard is even more dangerous.
In the unlikely event that your boat can tolerate a tiller steered 30HP the conversion you ask about can be done.
You would need to acquire a correct tiller handle and the gears to connect it to the throttle and stator, then rig a starter button on the cowling and wiring to a battery. I did this many years ago to a Scott 30 on a heavy duty 16' Jon (rated for 33HP).
It was a bad idea because the 30 was almost impossible to control with one hand at anything over 1/3 throttle.
