Outboard not reving

Might be a basic question but the boat I just picked up. I started up the motor for the first time. I put it in full throttle but the engine stood about the same noise level. I figured it would get louder as I pushed the controls further. It looks like the propeller spins faster as I give it more throttle but figured I would hear it scream...., is it normal for it to stay about the same. If not any idea what could be wrong. The previous owner said he had it out 2 times a week leading up to the sale. Motor is pretty clean in the inside and pretty sure he replaced the fuel pump and plugs. Thanks for the help guys

Is the motor in the water or on a flusher ?? A model # would also help.

e30elced is a model number and I had it on the muffs attached to a hose

It is a mistake to run a motor at full throttle on a hose !--Can do permanent damage !!

Agreed, Don't blow it up. Get that thing on a boat on the lake where it is supposed to be. Then report back if you really have a problem.

Check your throttle cable to make sure it didn't break or drop off.

Ok finally got the boat in the water, I when I move the throttle all the way forward it stays at about the same rpm, and speed. To me it looks like the handle is all the way forward as far as it can go, but if I really push, I mean really, like I think I'm going to break it. It finally will plane and go up to about 3/4krpm, and start moving faster. Their is min movement at that point in the throttle handle. I don't even know it moving (pushing the handle forward) but the motor goes faster. It's like its lined up wrong.
