Given the frequent discussion about the merit of various two-cycle outboard motor oils, I found the web site www.nmma.org/certification informative. For example, the WalMart Super Tech oil made by Shell Oil US passed the stringent certification requirements. 
It's unlikely that a national marine manufacturers association would not take this subject seriously. But take a look at the list for yourself.
