Outboard steering lock

My 36' sailing catamaran has for auxiliary power a pair of 4-stroke Honda 15 outboards, one hung on each transom. The boat is steered with spade rudders, and the outboards are meant to be locked in a straight-ahead position at all times. "Locking" is accomplished by tightening the steering friction adjustment to the maximum, but this isn't very reliable. While underway in rough seas, especially with the engines tilted up, they sometimes get knocked out of alignment. Then I face a difficult and dangerous job of trying to nudge the engine back to center while hanging over the stern. Is there a way to modify these engines so they stay permanently locked?
