Outboard Tilts up and not down????

My 1998 Merc, tilts up but will not go down. The moter dosnt do anything in the down setting. There are three different up/down tilt switches which all do the same thing, tilt it up but nothing in the dowm mode. I've put the multimeter on each of the brushes, and the volts change from pos.12 to neg.12 when you trip the switch. Would like to put it on the water, Thanx for any ideas or advice, Jeff

There are 2 relays plugged into the wiring harness on the side of the powerhead.

Unplug then from the sockets and switch them.

Now try the tilt.
If the motor will now go down, but not up, one of the relays is bad.
Replacement relay is about $10.

my relays wiggled loose one time. Pull them out, put them back, worked fine.
